13th Avenue Action Plan Available for Download

Owing to the Pearl’s history as a former industrial district, NW 13th with its raised loading docks functions as a shared street. But because pedestrians and cars must share the right of way, this arrangement can lead to conflicts between road users. So how can we make NW 13th Avenue an even better place? As part of their graduate workshop project, the Rethink Streets team (made up of six Portland State University urban planning students) have spent the past five months working closely with the Pearl District Neighborhood Association on a plan to bring a clear sense of identity and vision to NW 13th Avenue for the 21st century.
